chore: add MIT LICENSE and self-hosting renovate.json (#2)

Licenses the shared Renovate preset permissively (MIT) and adopts the
org preset on this repo itself, so its own GitHub Actions stay updated.
Closes the baseline license/dependency-update gaps.
