For each collection repo

• Ensure .github/BOTMETA.yml is correct for each repo
• Copy Directory level labels from c.general to each repos .github/BOTMETA.yml (each directory under plugins/) ansible-collections/community.general@c006eb8#diff-5baefb0f9c8093094911cec657444e70 etc
• run scripts/repo_labels.py to ensure needed labels exist
• AWS instance per Bot
• Monitoring of bot
