Changelog fragments prevent automerge #41
Description
See ansible-collections/community.general#10608, in particular ansible-collections/community.general#10608 (comment). The PR has two shipits and is marked with label shipit; bot_status says automerge: automerge !module file(s) test failed, but the only non-module file is a changelog fragment.
There was a fix for this in the old bot from 2019: ansible/ansibullbot#1211
