selenium testing checklist

This ticket is used to track aspects that need to be implemented for the new selenium based tests.

• ensure container build is dual platform arm64/amd64
• version container based on version of vscode baked inside
• avoid using latest during testing and use hardcoded version while configuring renovate to bump this version when a new container is available
• ensure that we have one pipeline that tests with minimal version supported of the container and that renovate does not update it
