[UI enhancement for the plug-in in VS code]: Unblock the LLM responses when "askUserQuestions" box pops up

What's Wrong?

The "askUserQuestions" box is too big that blocks the content generated from LLM before when the plug-in is opened in side panel. As a user, I want to see what the content is first before start answering the questions. Not sure if this is the right place to report, but the experience is really bad, please enhance this part, thanks!

What Should Happen?

Either to allow users to collapse the "askUserQuestions" box or the content above it should be able to show in some way.

• just ask cc to execute something and wait to see the result
