This project looks ideal for my needs.

The complication is I would like to import it into a project with a GPL License.

This is not a religious argument about licenses, just a practical request. Would it be possible for the original author to give this a dual License?

According to the GNU project, this license terms (also known as "The FreeBSD license") of the project here are compatible with the requirements of the GPL, so there should be no practical problem using the two projects together. Just be sure to comply with the BSD license requirement to notify users of the BSD terms for the BSD-licensed component.
