figure out how to get continuous integration to test against macos-arm (m3+) runners

Apparently github macos runners don't support nested virtualization, which means no docker, which is why our current macos tests use macos-intel runners.

I can't find a trivial solution to this. Is there an alternative CI runner that supports this?

It seems the best (only?) way to do this is a real mac mini. :(
