build before validate, build before run

Thoughts on running {runtime} compose build before validate && run.
We can include a --skip-build flag for folks who do their own build.

I believe this would fix a common issue I'm still seeing with agents forgetting to build.

@BillGrieser-Antithesis came up with maybe a good solution. have snouty look for a build script (or we have like a project local config file) and run that pre validate/run

this makes the build process much more customizable per project while also making snouty validate/run not forget to build

We need to fix this somehow. Does anyone have any idea other than what's been proposed so far?

I think I'll just rip the band aid off and make building the default. The other options I've come up with so far are not any better. God damn it containers.

The caveat being that we won't support passing additional args to build. If you need that we tell people to wrap the thing in a script which executes their own commands and then runs validate --no-build.

Another annoyance is multi-platform builds. We'll assume that the docker-compose.yaml is set up correctly for this and won't try to automate arm64 builds. Warnings will still be in place.

Spent some time prototyping this. The big gnarly bit here is macOS / non amd64 builds. compose build builds native binaries by default, but pushing those to the platform will fail. Building amd64 on arm64 is possible, but pretty slow by default (because it is fully emulated via qemu). Users can do true cross-compilation, but that requires more setup and is docker only (I think?) We've worked around this by having agents invoke a skill which forces a build for now.
