Add support for Terraform Stacks construct using tfstacks

What problem are you facing?

I am an avid user of this pre-commit hook for Terraform but I'm starting to also use Terraform Stacks as well.

How could pre-commit-terraform help solve your problem?

I would love to contribute or add features to include the tfstacks cli commands such as tfstacks fmt

Look at https://github.com/antonbabenko/pre-commit-terraform/blob/master/.github/CONTRIBUTING.md for some hints.
Once you come up with the hook per se, explore the repo to find places where it should be added to, like .pre-commit-hooks.yaml, README.md, tools/install/, Dockerfile, .github/.container-structure-test-config.yaml, .github/ISSUE_TEMPLATE/bug_report_local_install.md, so on.
