I had similar issues. I used Python 3.7.0

And for en_core_web_sm I had an issue which I solved using

pip install https://github.com/explosion/spacy-models/releases/download/en_core_web_sm-2.1.0/en_core_web_sm-2.1.0.tar.gz --no-deps
