Validate the value of terra `--user-project` early in execution

Description

If the terra --user-project command line option is specified, validate the value early in execution to the extent possible to ensure it is a correct/valid Google Project ID that will work with the AnVIL TDR data on Google. If it is not, exit with an error identifying what is wrong and how the user should correct it.
