See paccache.service, which uses flags from /etc/conf.d/pacman-contrib. Provide a default initially, in a similar fashion, but then simply respect the yaycache-hook values etc.
Most of this request is simply to be able to customise the systemd timer activated service WITHOUT editing the raw timer file in some way on a local side (it can't be done otherwise, as we have to edit the ExecStart line).
