[ISO] Implement ISO CS template support for WordX version of generated spec

Technically, submitting the properly styled WordX document to ISO for certification is not a requirement, as the editors would apply and edit the document themselves, but this makes good sense to predict possible results and resolve issues earlier.

Work:

1. Download template from https://www.iso.org/iso-templates.html
2. Change the scripts to allow
   pandoc input.md -o output.docx --reference-doc=template.docx
3. Verify the results (perhaps need some additional tickets here?)
