[ISO] Do not start new chapters from new page

This is stylish and cool, but not standard for ISO, who requires each chapter continued right after the previous one ended, on the same page if space permitted.

We had to do this in some cases where if there is not enough room, pandoc seems to move diagrams into the wrong place.
