[ISO] Notes should be numbered per chapter #15
Description
A note has the form “NOTE [n] ”, where [n] is a decimal number starting at 1 for each new chapter/subchapter, provided there is more than one note in that subdivision; otherwise, the number shall be omitted.
This requires a custom filter for Pandoc.
