[ISO] Figures shall be numbered gloally

Figures in the document shall be numbered, given concise titles and referenced in the text. Numbering should be global.

Perhaps best implemented thru the filter, but could also be done manually.

Question is - should be consider the railroad diagrams figures for the core spec? There are >150 of them currently, and they're embedded into the examples.
