Add version switcher to documentation #170

Describe the enhancement requested
We'll provide documentations for multiple versions:
- https://arrow.apache.org/js/${VERSION}/ # For the specific version
- https://arrow.apache.org/js/current/ # For the current version
- https://arrow.apache.org/js/main/ # For the main branch
It's convenient that we can move to different version by a version switcher like we did for https://arrow.apache.org/docs/ .
