[C++] ODBC - Implement `SQL_DRIVER_COMPLETE_REQUIRED` in SQLDriverConnect according to the spec

Describe the enhancement requested

Update implementation of SQLDriverConnect, so that when SQL_DRIVER_COMPLETE_REQUIRED is passed as DriverCompletion in SQLDriverConnect, the driver disables the controls for any information not required to connect to the data source.
