[Docs] Add link acknowledging use of runs-on for our CI/CD cuda runners

Describe the enhancement requested

We have added runs-on as a solution for our cuda runners. As part of their nonprofit license, which we are using, we should add a working hyperlink and a shout-out to our documentation or our README.

Acceptable forms are also blog post or social media announcements, any preference? I was planning on adding a link and a sentence to the end of the README file.

I think that we don't need the PMC list. We can discuss all about this here.

It seems that we don't have CI related documents. So I'm OK with the README approach.
