Description
What happened?
When changing the repository from public gcr.io to private us.gcr.io for example in PreCommit Flink Container workflow, Unauthenticated error occurs. We need to investigate the root cause and eventually change the repo to private us.gcr.io, which is used for testing purposes. See the comment for more details.
