Utility to mark closed ledger as in recovery#1657

Consider a case where a ledger gets mistakenly closed at the wrong point due to a bug or something. In this case, it would be useful to reopen the ledger as IN_RECOVERY, so that recovery can try again to figure out the end of the ledger.
