As discussed in apache/cordova-android#552 & apache/cordova-android#553:

Location of cordova-android build-extras.gradle file in https://cordova.apache.org/docs/en/latest/guide/platforms/android/?#extending-buildgradle is outdated, due to new project structure introduced in cordova-android@7.
