merge: apache/main into fix-4352-configurable-fallback

Resolved conflicts in dev/diffs/{4.0.2,4.1.1}.diff by dropping the
IgnoreCometNativeDataFusion(#4352) entries that apache/main added to
ParquetTypeWideningSuite tests; the configurable fallback in this PR
makes those tests pass by routing vectorized-reader-disabled paths
back to Spark.
