Waiting for dependent workflow complete even if it's completed 下游工作流等待上游工作流完成，即使上游的工作流实际已经完成了

What happened
Dependent nodes not work as expected:
依赖节点没有按照预期工作

Workflow01: runs monthly, schedule:
工作流01：月更任务，执行计划：

Workflow02: runs daily, schedule:
工作流02：天更任务，执行计划：

Workflow02 depends on workflow01, if I set the dependency condition as “month, this month”, workflow02 will just wait for workflow01 to complete (despite the fact that workflow01 has completed successfully ).
PS: if I set the dependency condition as “day, today”, workflow02 works perfectly
工作流02依赖工作流01，在依赖节点里设置时间限制为“月，本月”，即使工作流01在“本月“，即一个自然月的时间内有过成功运行的实例，工作流02也会一直等待工作流01完成，导致整个工作流无法完成。如果设置限制条件为“天，今天”，工作流02就可以正常完成。

What you expected to happen
Dependent node runs normally and later workflow02 also completes successfully
工作流02能正常完成（依赖节点判断结果为执行完成），只要工作流01在本月（自然月）的时间范围内有过成功运行的实例

How to reproduce
Workflow01 runs monthly, and set dependency conditions as “month, this month” in the dependent node of workflow02,
Even if workflow has successfully ran instances(In the time range of current natural month).
工作流01为月更任务，被工作流02依赖，在依赖节点中设置条件为“月，本月”，但即使工作流01本月内有过成功执行的实例，工作流02也会一直等待01的完成

Q : Workflow Dependency
A: 1, It is currently judged according to natural days, at the end of last month: the judgment time is the workflow A start_time/scheduler_time between '2019-05-31 00:00:00' and '2019-05-31 23:59:59'. Last month: It is judged that there is an A instance completed every day from the 1st to the end of the month. Last week: There are completed A instances 7 days last week. The first two days: Judging yesterday and the day before yesterday, there must be a completed A instance for two days.

Upstream workflows(workflows being depended on) need to be completed on everyday of current month.
