[lake/iceberg] Support snapshot expiration for lake tables

Motivation

#2184 introduce a new table config table.datalake.auto-expire-snapshot and a new tiering service config lake.tiering.auto-expire-snapshot to support user to controll the snapshot expiration for lake table. Iceberg should also suport these configs.
