[Improvement] Replace code coverage tool Jacoco with codecov or something else

What would you like to be improved?

Jacoco is not allowed in the Apache project and has been removed since #4030. However, we require a similar tool to replace it and obtain test coverage data. codecov is a good option, and we can try it or something similar.

You can ask on teh infra channel on teh ASF slack, and they will probably ask you to raise an Infra JIRA to do the work.
