Describe the proposal

OceanBase is an enterprise-ready open source distributed relational database with high availability, high performance, horizontal scalability, and compatibility with SQL standards.

This proposal is to add OceanBase JDBC catalog support in Gravitino so that users can have more options for managing database metadata.
