[Improvement] Build Ranger 2.4.0 binary in `dev/docker/ranger/Dockerfile`

### What would you like to be improved?

Currently, we fetch ranger tar files from `datastrato`'s repository, but this is not allowed for an Apache project.

### How should we improve?

We plan to build Ranger 2.4.0 binary inside `dev/docker/ranger/Dockerfile`.
