[Bug][Connections] Cannot delete a connection when *any* unrelated pipelines are running

• I had searched in the issues and found no similar issues.

What happened

I created a test connection and would like to delete it.

What do you expect to happen

The connection cannot be deleted as a pipeline is running. These pipelines are unrelated and are not using my connection at all. Similarly for Scopes and Scope Configs.

How to reproduce

Try to remove a connection while any pipeline is running.

Anything else

I assume it is this bit of code that is simply checking if there is any pipeline running.
