[Quarkus drools] Support multi module and indexed dependencies

Current behavior

DroolsAssetProcessor rely on ArchiveRootBuildItem to create the Drools build context

By doing this way, drl files present in another modules or indexed dependencies will not be picked up by the build process.

Expected behavior

We should be able to build drl rules from mulit module project and indexed dependencies.
