Add the jBPM Quarkus DevUI to the `dev-deployment-quarkus-blank-app` after upgrading to Quarkus 3.16+

From Quarkus 3.16 onwards the quarkus.dev-ui.hosts accepts regex, so we can allow any host. This will enable Dev Deployments to use the jBPM Dev UI without getting a HTTP 403 when trying to access the Quarkus Dev UI.
