Initialize and standardize tasks:

• Submit initial code feature: introduce base commands #1
• Introduce code lint, license check tools in CI for PR
• Introduce e2e test in CI
• Template for community, such as issue and PR template docs: add template files for community #3
• Introduce Build & Delivery function in CI
