Announcing @suyanhanx as a New PPMC Member

We are excited to announce @suyanhanx as a new PPMC member of Apache OpenDAL (Incubating).

Since joining the project as a committer, he has made significant contributions, including:

• Implementing copy and rename support for the core and extending it to all supported services.
• Improving the documentation and website.
• Reviewing almost all pull requests submitted by other contributors.
