Release Plan of Apache OpenDAL v0.51.0 (November 2024)

We plan to release a minor version at November 2024.

In this version, we will include the following changes:

• feat(bindings/cpp): init the async support of C++ binding #5195
• feat(adapter/kv): support async iterating on scan results #5208
• chore(core/layers): align info method of trait Access and trait LayeredAccess #5258
