Open Vector Access Layer

S3 has now released S3 Vector, which makes it quite interesting that the data space is moving toward vector-first storage. So why doesn't our community take the initiative to build something cool like openval: Open Vector Access Layer?

OpenVAL can leverage the existing infrastructure developed by OpenDAL, such as HttpFetch and Layer, but it builds different services based on S3 Vector and LanceDB. By the way, I'm currently working at LanceDB.
