Enabling dependencies in python bindings

Hi I was looking to optimize the build for python bindings as discussed in another thread/ issue and had the following questions:

1. services-sftp is disabled due to this issue which has been closed, can this be enabled now (add to services-all)?
2. services-hdfs-native is disabled with a comment, what is the issue with this one ?
3. services-ftp is disabled without any comments, what is the issue with this one ?
