[RESULT] [VOTE] Split out ofs as a standalone repo (apache/opendal-ofs)

The vote to split out ofs (currently under [bin/ofs](https://github.com/apache/opendal/tree/main/bin/ofs))
into a standalone repository under the Apache organization has concluded.

Vote summary

• +1: 4 (by @Xuanwo , @ClSlaid , @yuchanns and @suyanhanx )
• 0: 0
• -1: 0

With unanimous support and no objections, the vote has passed.

We will proceed to:

1. Create a new repository apache/opendal-ofs; (Thanks for pointing that out, @tisonkun.)
2. Migrate the existing ofs source, tests, and workflows;
3. Include related assets under integrations (cloud_filter, fuse3) as part of the migration;
4. Keep ofs as an subproject under the Apache OpenDAL umbrella.
