The vote to split out oli (currently under [bin/oli](https://github.com/apache/opendal/tree/main/bin/oli))
into a standalone repository under the Apache organization has concluded.

Vote summary

With unanimous support and no objections, the vote has passed.

We will proceed to:

1. Create a new repository apache/opendal-oli;
2. Migrate the existing oli source, tests, and workflows;
3. Keep oli as an subproject under the Apache OpenDAL umbrella.
