[Bug] Bundle metrics gone under ExtensibleLoadManager

• I understand that unsupported versions don't get bug fixes. I will attempt to reproduce the issue on a supported version of Pulsar client and Pulsar broker.

Minimal reproduce step

This configuration setting is ineffective when combined with the ExtensibleLoadManager:

exposeBundlesMetricsInPrometheus=true
loadManagerClassName=org.apache.pulsar.broker.loadbalance.extensions.ExtensibleLoadManagerImpl

I find the bundle metrics useful when troubleshooting load balancing; it'd probably be a good idea to add them back to the ExtensibleLoadManager.

What did you expect to see?

The pulsar_bundle_topics_count metric to be published (amongst others)
