[Feature] Add `topn` Subcommand to `bydbctl` for Querying TopN Aggregation Results

Description

We propose to enhance the bydbctl command-line tool by adding a new subcommand, topn, to support querying the pre-calculated. Previously, TopN results were written to separate measure objects, but with the new implementation, they are grouped into a single measure and encoded. This change necessitates a dedicated subcommand to decode and display these results efficiently.
