[Feature] [BanyanDB] Support Hot-Warn-Cold configuration and API version check

Description

Before 10.2 release, we are pending on BanyanDB 0.8, there are two things that will cause OAP side change

• [Feature] Add a version query API for more friendly tip when OAP and DB incompatible #12920 OAP needs to verify BanyanDB API versions to keep compatible checks passed.
• [Feature] Implement Hot-Warm-Cold Data Management Architecture #11945 OAP needs to add configurations and documents to set these up for data rolling.

FYI @hanahmily We have closed most of 10.2, all pending things are round database side milestone.

Further process depends on server side progress and query.
