[Website Checker Runner Puppeteer] Investigate better approaches with less blocking

For certain websites (ex https://console.apify.com/actors/8OMTjaqWQZlgIjxEc/runs/SKE8RWXflWCHywNzB ) the Website Checker Runner Puppeteer is being block in most of the cases (error e403).

But if I run same website with she same proxy just in Website Screenshot Generator
there is no blocking at all.

There are more such a cases for different websites ( PUP CHECKER / SCREENSHOT GEN ).

The purpose of this issue is to investigate what are the differences between these two Actors and possibilities for improvement, so we can obtain less flaky false negative results.
