More descriptive Actor.isAtHome

Please add a new static Actor function with a more descriptive name.

Motivation

Users have to think about what Actor.isAtHome means; the name is "kind of a joke/pun," which is not ideal.

- Enum not ideal, if there are only two values

After a second thought: Maybe we could just create Actor.isRunningOnApify() and deprecate/hide Actor.isAtHome() (as alias for it). This doesn't add anything new just improves an existing name, to make super clear what it is.
