chore: bump dependency versions in lockfiles (#453)

Routine refresh of locked dependency versions across the three
workspaces.

- `Cargo.lock`: `rand` 0.9.2 → 0.9.4
- `impit-node/pnpm-lock.yaml`: `qs` 6.15.1 → 6.15.2, `ip-address` 10.1.0
→ 10.2.0, `postcss` 8.5.9 → 8.5.15
- `impit-python/uv.lock`: `idna` 3.11 → 3.16, `pytest` 9.0.2 → 9.0.3,
`Pygments` 2.19.2 → 2.20.0, `requests` 2.32.5 → 2.34.2

No manifest changes; minimum Node (>= 20) and Python (>= 3.10)
requirements unchanged. Rust crate, Node bindings, and Python wheel all
build cleanly.
