Investigate UCAN/WNFS support #142
Description
As a user, I would like to be able to support protocol-level permissions and privacy that WNFS supports. Additionally, as a user, I would like to have the fine-grained authorization primitives that UCAN supports.
This ticket should address the design only of both of these protocols within the FDT Delta stack.
