Define a gRPC api

Goals:

• Define a gRPC based api for Gearman.
• Fix the protocol issues in Gearman (Race condition when creating new job from client #15).
• Client protocol must be stateless and unidirectional.

Benefits:

• Clients in many languages.
• Authentication via HTTP.
• Json ready client (using grpc-gateway).
