A change in Search Filter Component is causing an unnecessary re-render of Tag Filter Component

Steps to Reproduce

1. Go to this page on local system http://localhost:3000/dashboard/oss-programs
2. Add a console on the tag filter and search filter component
3. You will notice a change in search filter component is causing re-rendering of the tag filter component as well.
