alternateReportStorage backed by s3 compatible storage #2852

because i also experience etcdserver: request is too large (ref: #441)
i now try the alternateReportStorage option.

kubernetes / etcd do offer the option to query them from other (remote) tools and services.
and for cluster services rwx pvc or podaffinity arent always viable options.

it would be a blast to use s3 compatible solutions as storage backend.
that way other tools could still consume those files.

EDIT:
to clarify, with s3 i did not mean amazon s3 specifically.
IMO s3 is a synonym for any s3 (partially) compatible implementation like minio, garage, seaweedfs, rustfs (and such)
