tests: add smart contract interactions to the interchaintests

Currently the chain upgrade test only ensures the correct upgrade process (ensures accurate upgrade handlers).

Adding smart contract interactions before and after the upgrade helps us test when MsgExeccuteContract related ante handler breaks. If we had this test and #445, we would have caught #438 and #417 during the development itself.
