The TODO GitHub Action on PR's sometimes blocks the PR for no reason

Describe the bug
We are using the https://judepereira.github.io/checktodo/ GitHub Action, but it seems that it sometimes blocks the PR for no good reason.

Expected behavior
We should either make sure that the GitHub Action works again, use a different one, or remove it from the repo's.
